Proportionality in Approval-Based Participatory Budgeting

The ability to measure the satisfaction of (groups of) voters is a crucial prerequisite for formulating proportionality axioms in approval-based participatory budgeting elections. Two common -- but very different ways voter consider (i) number approved projects and (ii) total cost projects, respectively. In general, it difficult decide which best reflects voters' true utilities. this paper, we study with respect large classes functions. We establish logical implications among our related notions from literature, ask whether outcomes can be achieved that are proportional more than one function. show impossible two commonly used functions when considering based on extended justified representation, achievable notion representation. For latter result, introduce strengthening priceability satisfied by several polynomial-time computable rules, including Method Equal Shares Phragmén's sequential rule.
